Paul is an open government and open data leader in the Ontario Public Service, currently focused on the connection between open and digital government and looking at how governments license data, information and code. He was instrumental in developing Ontario’s open data policy and proposed legislation, conducting Ontario’s most comprehensive public data inventory, and leading the implementation and culture change required to grow Ontario’s open data program.
